Maintenance LTS

Almost a year ago, we announced Extended Long Term Support for LoopBack 3 and according to the schedule, LoopBack version 3 has entered Maintenance LTS in December 2019.

Let's update our docs & other places to reflect that change.

Acceptance criteria

• Publish a blog post announcing the transition --> https://strongloop.com/strongblog/lb3-entered-maintenance-mode/

• Update the header printed in all LB3 pages, change it from "Active LTS" to "Maintenance LTS". Add a short sentence to explain what it means (only critical issues are fixed) and that people should not use LB3 for new projects --> Add a notice about Maintenance LTS of LB3 loopbackio/loopback.io#935

• Modify loopback-cli and/or generator-loopback to print a deprecation warning and remind the users about upcoming EOL of LoopBack 3 --> Announce Maintenance LTS loopback-cli#96

• 🚶 Update README files of affected repositories. We should update both the warning shown at the top of the file and the information shown in the "Long Term Support" section.
