Is your feature request related to a problem? Please describe.
Infill layer adhesion is more important than print quality and lowering cooling on the internal structure of the print should have little effect on the outward appearance as long as you have enough perimeters and increase the rigidity/strength of the part so it would be nice if you could lower or disable the part cooling fan for infill. This might also slightly lower the warping potential of large ABS prints by keeping the internal plastic slightly warmer.

Adjust fan speed specifically for infill.

Describe how it would work
Option in Filament Settings > Fan speed - default just like Top fan speed, External perimeter fan speed, and Support interface fan speed.

Could also add a check box to include solid layers or have it be its own setting as well.

Actually you can set low or zero default speed and 100% for every other parts.

Though it seems have bug in some cases #3608.

 . now easier to add new control and do complicate stuff in the cooling buffer.
 . less overall number of lines of code for better results.
 . add 6 new fan control.
 . now if the disable_fan_first_layers is at 0 and full_fan_speed_layer at more than 1, the first layer has some fan speed.
 . updated fan speeds that cannot be increased even with low layer time (top solid, ironing, support, support interface)
 . updated fan speeds that cannot be reduced by full_fan_speed_layer (bridge, infill bridge, overhangs, support interface)
 . updated extrusion speed that can't be reduced (overhang, bridge)
 . updated extrusion speed that shouldn't be reduced if possible (external, ironing, infill bridge, thin wall, support interface)
 . better name for CoolingBuffer::process_layer variables
