[bugfix] Use account ID host as accDomain if 2nd webfinger lookup fails

This pull request updates some of our account dereferencing logic to use the ActivityPub URI host as the accountDomain if the second webfinger lookup attempt fails.

This should prevent cases where we accidentally use completely the wrong domain for an account when it's been looked up via a redirect.
