Enable "Refuse to answer" inside matrix columns

What is the current behavior?

One cannot enable the refuse to answer columns in side a matrix column (for example radio group or checkbox column).
However when you put it in the JSON manually the library correctly supports it.

What is the expected behavior?

Creator should support the same options as the library.

How would you reproduce the current behavior (if this is a bug)?

See this screenshot, on the left the preview / builder pane that shows the Refuse to answer option since it is present in the JSON. On the right there is no field to activate / deactivate it.
