The documentation of max_render_time is currently unclear as to the purpose and interaction between view and output max_render_time.

For example, a view max_render_time is only active if an output max_render_time is enabled, but the man page only says that this is needed for "optimal latency".

The current documentation for repaint scheduling is very technical and
somewhat confusing.
