Add split cell key binding to ipython-notebook #3880

There are bindings for merging cells but not for splitting a cell. This pull request binds SPC m s to ein:worksheet-split-cell-at-point. I'm open to other key binding suggestions, I'm not familiar with conventions.

I'm not actually sure about this pull request. I'm not very familiar with Lisp and Emacs configurations. I thought this was quite trivial but it might be that this change causes my Emacs to use 100% CPU and 100% memory and my computer just stops doing anythin. Not sure if it's because of this change.
