Problem:
The Ubuntu 16 builder failed during the migration to Azure so it was removed, it still in LTS till 2014 so there are lost of people still using it.

Solution:
Add the u16 builder back to azure and fix the build problems it causes.

For some reason Ubuntu 16 didn't like running in parallel and as azure doesn't git
many core disabling multicore building doesn't affect the time that much
