Support TOML

I think TOML could be a pretty interesting choice for writing POMs, its arguably more readable/easier to maintain than YAML whilst still being fundamentally a configuration format rather than programming language. Would the polyglot-maven project be interested in this?

All implementations are well isolated so if you want to create an implementation we'd gladly take it if you maintain it.

@mosabua it's pretty much feature complete as a spec. I wouldn't say it's exactly inactive as much as done.
