        amount: 1
        durability: 0

This should spawn a potion of instant health, but instead it spawns a water bottle.

So does this.

        id: 373
        data: 8229
        amount: 1
        durability: 0

And this.

        id: 373
        data: 8229
        amount: 1
        durability: 0

Annnd this.

Infact, no potions work. They all turn into water bottles.

I believe you would specify durability for items, however it is much easier to create the load out with the potion in game with /zonecfg loadout.
