Subj.

Don't allow this function. I'm sure we should have
plugins and extensions, but this only causes an
error message = not authorized, currently.

sql: remove LOAD_EXTENSION() support

If we ever will have extensions support, it will be
impemented in different way. Remove this legacy code.

Closes #2183
