New workflow

Add new workflow to generate CLI project. You can generate CLI project from design file (.toml).

Here is workflow.

First, generate template file. This generates todo-design.toml file with default variables.

$ gcli design todo

Then, edit it & design cli,

$ $EDITOR todo-design.toml

Then validate .toml has required fields,

$ gcli validate todo-design.toml

Finally, generate cli project,

$ gcli apply todo-design.toml
