Update the release cheatsheet to the new release drafter #4677

Changes

With tektoncd/plumbing#1019 the release
draft process is now a pipeline as it does not use pipeline
resources anymore. The new template also include support for
rekor. Update the cheatsheet accordingly.

/lgtm

workspace-in-sidecar failed. The pod doesn't seem to have gotten through initialization before example tests were stopped.

Both isolated-workspaces and workspace-in-sidecars examples failed. Both regularly flake so rerunning once more

Not really, this is now a Pipeline named release-draft (which includes the create-draft-release)
