• Downgrade to latest k8s.io/apimachinery (v0.26.3) from beta.
• Upgrades jenkins-x/go-scm to pull in jenkins-x/go-scm@c83e87b

Resolves #6454

Even though this is not the same version as other k8s.io packages, due to minimum version selection this would be the package that's used anyway even if we tried to match the v0.25 package version the other ones are using. Dependabot will probably pick these up soon anyway 🤷
