Add kustomize.yaml to the Tekton folder #950

Changes

Recent versions of kustomize allow to accumulate resources from
remote targes, as long as the target includes a kustomize.yaml
configuration.

Having kustomize.yaml in here will allow the CD jobs from the
plumbing repo to deploy all pipeline resources required for
releases and nightly releases.
