So we can simplify setting up a testnet: eg. https://github.com/tendermint/mintnet-kubernetes/blob/master/examples/counter/app.yaml#L132

[cli] cleanup gen_validator output (Fixes #397)
e93f090 
so we can pipe result to a file:

```
tendermint gen_validator > example.json
```

before this we had to cut first 3 lines:

```
tendermint gen_validator | sed 1,3d > example.json
```

how about a single command: tendermint add_validator_to_genesis_file "mach0" 10 "[1, XXXXXXXXXXXX]"?

Meh. I added tendermint testnet command. We can revisit if we want more specific things.
