v0.0.8 - Re-integrate NVEL as a Submodule

This is the first release of PyNVEL. The Volume Library code (NVEL) is now compiled and linked without modification of the original source code.

This release includes Python 3.6 extension binaries, a wheel and MSI package, compiled on Windows 7 using MinGW-w64 v7.2.
