Hello, can you try this PR ? It should allow azure_rm plugin package to be built either from your CI and from my dev laptop.

we use "the default ruby" of each OS (there are no others), so let's
also refer to it as such in our packaging
Bionic uses Python2 for Ansible, while Buster and Focal use Python3.
Try to pull in the *right* requests package by always pulling in the
Python3 version, and the Python2 vesion only for systems with base files
prior to 10.3 which is what Buster has (Focal has 11).
