We can not implement seekReverse feature in TiDB, because PD doesn't support function like GetPrevRegion to get the previous region of certain key.

Image we have region A ---> B, when we reverse scan to regionB.startKey, we wanna continue to scan to region A, but we can not figure out the previous key of regionB.startKey, so we cannot use LocateKey() to get the region A.
