Fix compression for tables with large oids #6275

Oids should not be stored in Bitmapsets as storing Oids that way is very inefficient and may potentially consume a lot of memory depending on the values of the oids. Storing them as list is more efficient instead.

PG needs efficient sparse bitmaps, this becomes a problem at 10k partitions...

When trying to compress a table with an oid > 2^31 an error about
bitmapset not allowing negative members would be raised because
we tried to store the oids in a bitmapset.
Oids should not be stored in Bitmapsets as storing Oids that way
is very inefficient and may potentially consume a lot of memory
depending on the values of the oids. Storing them as list is more
efficient instead.

This release contains performance improvements, an improved hypertable DDL API
and bug fixes since the 2.12.2 release. We recommend that you upgrade at the next
available opportunity.

In addition, it includes these noteworthy features:

* Full PostgreSQL 16 support for all existing features
* Vectorized aggregation execution for sum()
* Track chunk creation time used in retention/compression policies

TimescaleDB 2.13 is the last version that will include multi-node support. Multi-node
