Fix handling of chunks with no dimension slices #6816

When a catalog corruption occurs, and a chunk does not contain any dimension slices, we crash in ts_dimension_slice_cmp(). This patch adds a proper check and errors out before the code path is called.

Ensure(cube->num_slices > 0, "chunk %s has no dimension slices", get_rel_name(chunk->table_id));

It was an Ensure initially. However, Ensure is replaced in debug builds by AssertMacro. So, we cash in debug builds and not error out. Therefore, I was not able to write a regression test for this case.

Fix handling of chunks with no contraints

When a catalog corruption occurs, and a chunk does not contain any dimension slices, we crash in ts_dimension_slice_cmp(). This patch adds a proper check and errors out before the code path is called.
