Debian bullseye has only python3 on board. Therefore on this debian version python3-paramiko is used. Since bullseye is currently in testing, it has no version number. This is the reason to add the codename check as
well.

Thanks a lot for the contribution! I've taken the liberty to pull the package name selection into the params.pp so it's easier to do all this configuration in a single place. Plus it's now configurable as a parameter in the duplicity class.

Released to the forge in 6.5.0.
