feat: tact compiler options support

This PR introduce tact compiler options support. It can come handy in many situations like debugging for example.

This is already in blueprint v0.11.0 under ton-community npm org.
Work is being done to move blueprint to the ton npm org, and when that's done, those changes will be automatically merged into main
