Colin-TRH Version 1.1

• Added better support for linking Pending Actions and TILs between Planner and Heuristic
• Added support for PNE Effects
• Removed explicit creation of Dummy Initial Event (this is handled in the heuristic now)
• Fixed bug for correctly calculating the remaining duration on a executing action
• Added support to use relaxed plan makespan as Planner makespan estimate and tie-breaker
• Temp states now use /tmp for storage instead of polluting project path and are discarded after use
• Added unique IDs to temp states to allow multiple instances of Colin-TRH to run
• Added support for plan reconstruction. Can now produce full plans from heuristic.

Working before PNE Refactor

This is the initial tested version. Prior to re-writing PNEs.
