Importing follower list causes duplicate private account follow requests.

When importing a follower list from another instance, it caused a follow request to a private account which I was already approved for. This bug didn't cause any other problems, even when the duplicate follow request was denied. You can see a toot log with the tests we did here: https://witches.town/users/Angle/updates/216662
