Add link to Git issue in Submission Guidelines of associated Topcoder challenge

In the Topcoder challenge created for a git issue, let's add text like:

Git issue link: https://github... or Git issue link: https://gitlab... into the Submission Guidelines field of the challenge. This will provide an easy link for copilots / admins to go from TC Direct back to the associated issue.
