Also that migration reinstates the Foreign Key constraints pointing to the right table and field. This replaces the approach in commit 1b4011f.
This aligns with 2.7.0, so less version bumps are required afterwards when completing the upgrade.
Pootle 2.6.3 is meant as an intermediate release useful only to upgrade to Pootle 2.7.0 or newer, and Pootle 2.7.0 already dropped support for Python 2.6. This is to avoid Travis failing since it pulls in a Sphinx version that doesn't support Python 2.6, so the Python 2.6 builds in Travis fail.

Travis was failing because somehow is pulling a newest Sphinx which doesn't support some of the used syntax.
