Always run rvm use for OS X builds so that we always use the rvm provided ruby 2.0.0p648 #6674

Since our switch to a default 7.3 image the ruby we use by default with rvm is the same as the system provided ruby version, both are ruby 2.0.0p648 now.

Currently we only run rvm use when the language: key is ruby or objective-c, but now we want to always run rvm use for OS X builds so that we consistently use the rvm provided ruby 2.0.0p648

sw_vers is available exactly when we are running on OS X.
This resolves travis-ci/travis-ci#6674
