Setting Rotation icon background color does not work

Add a rotation icon to a step on either single step or step group page or callout. Change background color of rotation icon.
The background color of the rotation icon should change and be rendered in the color I specify.
The background color of the icon is not rendered. Either local or global settings won't render. The dialog picks it up though.
None. Moving the LPub meta won't help.

Steps to reproduce
Add a rotation icon to a step on either single step or step group page or callout.
Change background color of rotation icon.
Expected behaviour
The background color of the rotation icon should change and be rendered in the color I specify.

Either local or global settings won't render. The dialog picks it up though.
Workaround
None. Moving the LPub meta won't help.
