Describe the bug
Getting error as ERROR: rpc error: code = Unknown desc = googleapi: Error 400: Invalid request: Invalid request since instance is not running., invalid

Steampipe version (steampipe -v)
Example: v0.6.0

Plugin version (steampipe plugin list)
GCP: v0.13.1

To reproduce
Run below query when Instance is in 'PENDING_CREAT` state.

select * from gcp_sql_database

Expected behavior
N/A
