Steampipe should warn or error if two or more locals are found in a module #846

Is your feature request related to a problem? Please describe.
If two locals are defined in separate files in a module, it creates a race condition on which is loaded first, and then the one first loaded is used in all other files that reference that local name.

Describe the solution you'd like
It would be useful if Steampipe warned or errored if it found two or more locals in the same module.

Describe alternatives you've considered
Using unique local names in all files.
