This is a major update of Confconsole to Python3. This PR is essentially #28 but rebased on current master, so that it includes the add-water improvements (#29) and cron logging improvements (#30). It also includes a single (cherry-picked) commit from @OnGle to port the new, improved
add-watercomponents to python3, as well as an additional commit by me to finalise all that (something of a code review).
