tomcat & tomcat-apache have missing Host Manager & HTML Host Manager Help files

I've just noticed that the tomcat & tomcat-apache appliances have missing help files as shown below in screenshot (accessed via the Virtual Hosts manager):

As suggested by the "TODO" note, these docs simply weren't part of the release packaged for Debian. Debian Stretch includes v8.5.14 and the docs weren't added until

Obviously the proper fix would be to have the docs added to the Debian tomcat8-docs package (and get the tomcat8 package tweaked to remove the "TODO") but perhaps we can devise a workaround in the meantime? And ideally supply an upstream patch to Debian!

(Finally) confirming that this issue is resolved as of v16.0. (the Debian package for Tomcat 9 includes the required files - which the Tomcat 8 package didn't).
