I thought this section was ambiguous as well. It's not clear that the effects passively work when the transitions plugin is included.

I'm assuming this is referring to an explanation of the differences between 2.x and 3, a lot of which are somewhat outlined in #6342 and commented on, etc.

If you were adopting 3 and coming from 2.x with no knowledge of the differences, what would you want to know?

This is the extent of our transition documentation right now in v3:

Some things that could be better:

• Where are the CSS transitions located?
• What are the available CSS transitions?
• How does transitions.js interact with the CSS transitions?
• How does one add, change, or remove a transition from an element?

Additionally we could add new transitions as well.

Ah okay - I was taking "transition" to mean "transitioning from 2.x to 3" rather than transition.js

No worries ;). That'll be handled by the PR and perhaps another page. Don't know if I want to go through all that work again though.
