Make the following dataset an API endpoint

@krisolafson what do you think we should name this. /resources/salaries.json or sunshinelist.json
Since the list will contain data from the previous year, I'm not sure what the best approach to giving the year parameter in url should be. Default to the latest dataset and add ?year=xxxx?

salaries seems to imply that the list is complete, whereas sunshinelist is presumed to be incomplete. I like the strategy mentioned for separating the different years.

Yeah makes sense. That data is only on people who make > $100k so I guess I'm leaning towards the sunshinelist
