indicate rocket build/version in restart message

Please give as many details as possible about the requirements for the feature.

Would just be a simple extension to the restart message indicating some sort of build information (date, commit?) etc

Please list any additional context.

would like to know when a feature or fix gets rolled out

Some way to do this would be to use Python subprocess calling shell command git describe --tags (because we have no annotated tags here). Function should be called and results sent off to the correct channels, along with restart message.
