Show errors fetching space hierarchy when list is empty #113

If the space hierarchy cannot be fetched, the there's nothing to show. If we haven't fetched anything before, then it might look like the space is empty, which is confusing. We should instead show a message explaining why the hierarchy couldn't be fetched.
