Description

This PR bumps Bootstrap from 5.2.2 to 5.2.3. This PR also locks Bootstrap to v5.2.x, as additional changes are required to make Bootstrap 5.3.x work.

This PR also reintroduces dealerdirect/phpcodesniffer-composer-installer to simplify setting coding standards.

This PR sets the required

• PHP version to ^7.4|^8.0 (composer),
• node version to >=18.0.0,
• npm version to >=8.6.0 (the version that comes with node.js v18.0.0 - v16 reached end of life).

This PR simplifies and improves the linting workflow and composer scripts.

@bacoords this should be safe to merge. Changes in scss files in Bootstrap v5.2.3 do not affect Understrap at all. I checked the changes to the tooltip component and it seems to work fine. Tested with with a WP HTML block containing the following HTML
