ECS automatic deployment (#37)

* Port can't be 80 since it conflicts with Bugzilla, despite container
port being what's used with the load balancer

* Documentation about ./deploy.sh [skip-ci]

* ecs-cli can be anywhere in the PATH

* Task is not starting since it can't find bundle!

I plan to implement something very similar to https://github.com/unee-t/frontend/blob/master/.travis.yml

However deployments here I imagine to be few and far between compared to the front end. Unless I'm mistaken?
