Multivariate inference for LRE

Due to the specific scale factors list LRE requires, there will be a separate inference module for LRE.

Here, we want to define the monomials required for multivariate extrapolation which will be used to create the sample matrix. From the sample matrix, the coefficients of linear combination allow us to extrapolate to the zero-noise value.
