Since these are table headers, I think they should both be title case in accordance with the DRS style guide. So Type of Complaint and Where to File Online.

This adds the filing a complaint page. It's linked from the top nav and the submit a report button in the middle of the homepage. Suggest we merge now but revisit how intuitive it is based on discussion and feedback.
