Put tasks file uploads in project/environment directories

Currently tasks file uploads are placed into tasks/$taskid/$file which is mostly fine.

Would be nice if they were $project/$environment/$taskname/$file, then we could handle deletion of old files when environments are removed with #3129 without having to perform reverse task lookups to find the environment, just do it all with the environment/project
