How does SCAP and all of its supporting checking and scoring languages (i.e. OCIL, OVAL XCCDF, CCSS) map to OSCAL? My initial assumption is some combination of "implementation", "mechanism" and "metrics".

As this is a long-standing issue and it looks to be addressed in the future with "how will SCAP work with #1058 once it stabilizes, I will recommend we bring this up in triage with a recommendation to close. This is one of several technology choices with a rules use case and appears to be historical at this point.
