@david-waltermire-nist , it looks like this build failed due to a configuration issue in circle-ci that is not relevant to the semantics of this change. I'm going to try re-running the job once.

Well, it seems I can't. If you need CI to pass, can you please re-run the job yourself so the review of this PR can be completed? Alternatively, the patch is small enough to review by eye.
