The Segway driver needs to publish diagnostic messages. The few main cases where diagnostics would be useful are:

The driver cannot connect to the h/w
Status messages are unavailable
The segway is not moving despite receiving non-zero velocity commands

The sensor_ranges_driver needs diagnostics to report whether it is receiving data from the devices at reasonable rates.
