Menu not showing tier 3+ dropdowns & "#" not populating sub-menus under it #15

Not sure if the menu is built to only show main and sub categories, but nothing further.

When creating a custom link and using the hashtag as the anchor, the other pages connected as sub-menus aren't showing up.
