Apparently they have a current policy not to sell land (only 99 year lease). He said that the minister of the board of investments or the minister of land could introduce a proposal to the cabinet to amend the current policy.
Talked to board of investment on the phone. Emailed them as well. They confirmed that there is an act to avoid selling land. Asked him for additional details on this act by email.
