merge develop: libcaer as device interface, DAVIS support, etc. #7

main changes:

  • moving to libcaer
  • DAVIS support (tested with 240B and 240C)
  • ROS time used for event timestamps (old rosbag files can be mitigated)
  • new outputs for bias tuning
  • DAVIS can be hot-plugged

${PROJECT_NAME}_gencfg was ${PROJECT_NAME}_gencf
This lead to dynamic reconfigure failing in some cases.
It had also triggered multiple CMake CMP0046 not-set warnings
(Error on non-existent dependency in add_dependencies.)
Fix dynamic_reconfigure dependency in CMake files
Change IMU frame to ROS ENU and add max_events parameter for adaptive Streaming Rate
