long term goal

Significantly improve the efficiency of gossipsub in regards to both bandwidth and latency

• investigate and identify desirable bandwidth vs latency tradeoffs

This will allow scaling gossipsub as well as Waku Relay, and the network layer of Nomos; and Codex, too, in the future.
