Add libvirt-dev to Ubuntu install #1676

Installation of vagrant-libvirt was failing for me until I installed the libvirt-dev package.

Here's a list of files from the libvirt-dev package. I believe that vagrant-libvirt needs some of these files such as libvirt.pc.

A docker image containing the code from this plugin to allow testing locally without installing
can be pulled from: ghcr.io/vagrant-libvirt/vagrant-libvirt:pr-1676-slim

If you need the image with the full dev toolchain, you can instead pull: ghcr.io/vagrant-libvirt/vagrant-libvirt:pr-1676
