Handle name changes for admins

Admin names keep changing from say The Netherlands to Netherlands Another example is United States of America to United States

In valhalla_build_admins, the subquery should be a like for the country names. Testing will need to be done for how much this will slow down the admin process, but also the country names may need to be shorter or partial names. Names are defined here in the unordered_map
